SPECIAL CALLED SESSION
FEBRUARY 8, 2008 AT 9:00 A.M.
The Board of City Commissioners of the City of Shawnee, County of Pottawatomie, State of Oklahoma, met in Special Called Session in the Commission Chambers at City Hall, 9th and Broadway, Shawnee, Oklahoma, Friday, February 8, 2008 at 9:00 a.m., pursuant to notice duly posted as prescribed by law. Mayor Mills presided and called the meeting to order. Upon roll call, the following members were in attendance.

The Call for said meeting was entered upon the records by the City Clerk, said Call being as follows:
NOTICE OF A CALLED SPECIAL SESSION OF THE BOARD OF CITY COMMISSIONERS OF THE CITY OF SHAWNEE, OKLAHOMA
TO THE BOARD OF COMMISSIONERS OF THE CITY OF SHAWNEE, OKLAHOMA:
You and each of you are hereby notified that by virtue of a call issued by me on this 6th day of February, 2008, a Special Called Session will be held of the Board of Commissioners of the City of Shawnee Oklahoma in the Commission Chambers of City Hall, 16 W. 9th, Shawnee, Oklahoma at 9:00 a.m. on February 8, 2008, and you are hereby notified to be present at said meeting.
The purpose of said meeting will be as follows:
1. Consideration and possible action to enter into Executive Session to discuss status of negotiations with the I.U.P.A., Local No. 3 for a Collective Bargaining Agreement for FY 2007-2008 as authorized by 25 O.S. §§307(B)(2).
2. Consideration and possible action on matters discussed in Executive Session regarding the status of a Collective Bargaining Agreement for FY 2007-2008 between the City of Shawnee and the I.U.P.A., Local No. 3, including possible action to adopt a Collective Bargaining Agreement with the I.U.P.A., Local No. 3, for Fiscal Year 2007-2008.
3. Consider an ordinance repealing Ordinance 2338NS and cancelling the special election of Commissioners in Ward 4 and Ward 6 set for April 1, 2008.
4. Consider a resolution repealing Resolution 6324 and withdrawing the proclamation calling for a special election on April 1, 2008, relating to the contract between the City of Shawnee and I.U.P.A., Local No. 3.

AGENDA ITEM NO. 1: Consideration and possible action to enter into Executive Session to discuss status of negotiations with the I.U.P.A., Local No. 3 for a Collective Bargaining Agreement for FY 2007- 2008 as authorized by 25 O.S. §§307(B)(2).
A motion was made by Vice Mayor Peterson, seconded by Commissioner Young, not to go into Executive Session to discuss status of negotiations with the I.U.P.A., Local No. 3 for a Collective Bargaining Agreement for FY 2007-2008 as authorized by 25 O.S. §§307(B)(2). Motion carried 6-0.
AGENDA ITEM NO. 2: Consideration and possible action on matters discussed in Executive Session regarding the status of a Collective Bargaining Agreement for FY 2007-2008 between the City of Shawnee and the I.U.P.A., Local No. 3, including possible action to adopt a Collective Bargaining Agreement with the I.U.P.A., Local No. 3, for Fiscal Year 2007-2008.
It was reported by Jim Collard, City Manager, that the I.U.P.A has indicated they are not interested in the City’s settlement offer. It was further understood that the offer was not presented to the Union membership for a vote.
Mayor Mills expressed disappointment in the Union’s position and felt the City has negotiated in good faith.
Dr. Collard noted that because the Union has refused to consider this latest settlement offer, that offer is no longer “on the table.”
Commissioner Schrzan noted that negotiations could still continue up to the April 1st election.
AGENDA ITEM NO. 3: Consider an ordinance repealing Ordinance 2338NS and cancelling the
special election of Commissioners in Ward 4 and Ward 6 set for April 1, 2008.
Item not considered; no action taken.
AGENDA ITEM NO. 4: Consider a resolution repealing Resolution 6324 and withdrawing the proclamation calling for a special election on April 1, 2008, relating to the contract between the City of Shawnee and I.U.P.A., Local No. 3.

There being no further business to come before the meeting, a motion was made by Commissioner Schrzan, seconded by Commissioner Holt, that the meeting be adjourned. Motion carried 0-0. (0:00 a.m.)
