BOARD OF CITY COMMISSIONERS PROCEEDINGS
SPECIAL CALLED SESSION
NOVEMBER 1, 2006 AT 2:00 P.M.
The Board of City Commissioners of the City of Shawnee, County of Pottawatomie, State of Oklahoma, met in Special Called Session in the Commission Chambers at City Hall, 9th and Broadway, Shawnee, Oklahoma, Wednesday, November 1, 2006 at 2:00 p.m., pursuant to notice duly posted as prescribed by law. Mayor Mills presided and called the meeting to order. Upon roll call, the following members were in attendance.

Others in attendance were city staff, City Manager Jim Collard, City Attorney John Canavan, Community Development Director Mike Southard, City Clerk Diana Hallock; and Amanda Gire, Shawnee News-Star Reporter.
The Call for said meeting was entered upon the records by the City Clerk, said Call being as follows:
CALL FOR SPECIAL SESSION OF THE BOARD OF COMMISSIONERS OF THE CITY OF SHAWNEE, OKLAHOMA TO BE HELD ON THE 1ST DAY OF NOVEMBER, 2006 AT 2:00 O’CLOCK P.M. AT THE SHAWNEE CITY HALL COMMISSION CHAMBERS, 16 WEST 9TH, SHAWNEE, OKLAHOMA FOR A JOINT MEETING WITH THE SHAWNEE PLANNING COMMISSION TO REVIEW THE EXISTING LAND DEVELOPMENT CODE AND TO DISCUSS FUTURE IMPLEMENTATION. .
By virtue of the authority vested in me by Section 4, Article IV of the Charter of the City of Shawnee, Oklahoma, Special Session of the Board of Commissioners of the City of Shawnee, Oklahoma is hereby called to meet at the Shawnee City Hall Commission Chambers, 16 West 9th, Shawnee, Oklahoma at 2:00 p.m. on November 1, 2006 for the purpose of a joint meeting with the Shawnee Planning Commission to review the existing Land Development Code and to discuss future implementation.

TO THE BOARD OF COMMISSIONERS OF THE CITY OF SHAWNEE, OKLAHOMA:
You and each of you are hereby notified that by virtue of a call issued by me on this 25th day of October, 2006, a Special Called Session will be held of the Board of Commissioners of the City of Shawnee, Oklahoma at Shawnee City Hall Commission Chambers, 16 W. 9th, Shawnee, Oklahoma at 2:00 p.m. on November 1, 2006 and you are hereby notified to be present at said meeting.
The purpose of said meeting will be for a joint meeting with the Shawnee Planning Commission to review the existing Land Development Code and to discuss future implementation.

AGENDA ITEM NO. 1: Review of existing Land Development Code and discussion of future implementation.
The City Commission in conjunction with the Planning Commission received a presentation from Duncan Associates of Austin, Texas, regarding the critique of the existing regulations of the Land Development Code for the City of Shawnee.
Mr. Jim Duncan, President, and Mr. Richard Grice, planning and engineering consultants, gave an overview of the current standards and gave recommendations for the proposed Land Development Code.
Highlighted areas covered were as follows:
*Development Review
*District and Use Regulations
*Site Development Standards
*Remaining Provisions (User’s guide, Table of contents, etc.)
*Code Organization
The consultants answered questions raised by the Commissioners and various items were discussed regarding the district regulations.
In conclusion, the consultants advised that they would be working closely with staff to start the next phase of the contract that would involve the code drafting. The third and final phase of the contract would be for a public hearing on the code draft.
AGENDA ITEM NO. 2: Adjournment
There being no further business to come before the meeting, a motion was made by Vice Mayor Peterson, seconded by Commissioner Claybrook, that the meeting be adjourned. Motion carried 4-0. (4:00 p.m.)
