BOARD OF CITY COMMISSIONERS PROCEEDINGS
SPECIAL CALLED SESSION
MARCH 12, 2007 AT 6:30 P.M.

The Board of City Commissioners of the City of Shawnee, County of Pottawatomie, State of Oklahoma, met in Special Called Session in the Commission Chambers at City Hall, 9th and Broadway, Shawnee, Oklahoma, Monday, March 12, 2007 at 6:30 p.m., pursuant to notice duly posted as prescribed by law. Mayor Mills presided and called the meeting to order. Upon roll call, the following members were in attendance.

The Call for said meeting was entered upon the records by the City Clerk, said Call being as follows:









CALL FOR SPECIAL SESSION OF THE BOARD OF COMMISSIONERS OF THE CITY OF SHAWNEE, OKLAHOMA TO BE HELD ON THE 12th DAY OF MARCH, 2007 AT 6:30 O’CLOCK P.M. AT THE SHAWNEE CITY HALL COMMISSION CHAMBERS, 16 WEST 9TH, SHAWNEE, OKLAHOMA FOR A PUBLIC FORUM TO DISCUSS SOLID WASTE ISSUES, INCLUDING ONCE A WEEK PICK-UP FOR GARBAGE AND ONCE A WEEK PICK-UP FOR YARD WASTE, REQUIRING THE USE OF POLYCARTS, DESCRIBING THEIR PLACEMENT AND SETTING NEW CHARGES FOR TRASH PICK-UP SERVICES.

By virtue of the authority vested in me by Section 4, Article IV of the Charter of the City of Shawnee, Oklahoma, Special Session of the Board of Commissioners of the City of Shawnee, Oklahoma is hereby called to meet at the Shawnee City Hall Commission Chambers, 16 West 9th, Shawnee, Oklahoma at 6:30 p.m. on March 12, 2007 for the purpose of a public forum to discuss solid waste issues, including once a week for garbage and once a week pick-up for yard waste, requiring the use of polycarts, describing their placement and setting new charges for trash pick-up services.

NOTICE OF A CALLED SPECIAL SESSION OF THE BOARD OF COMMISSIONERS OF THE CITY OF SHAWNEE, OKLAHOMA

TO THE BOARD OF COMMISSIONERS OF THE CITY OF SHAWNEE, OKLAHOMA:

You and each of you are hereby notified that by virtue of a call issued by me on this 8th day of March, 2007, a Special Called Session will be held of the Board of Commissioners of the City of Shawnee, Oklahoma at Shawnee City Hall Commission Chambers, 16 W. 9th, Shawnee, Oklahoma at 6:30 p.m. on March 12, 2007 and you are hereby notified to be present at said meeting.

The purpose of said meeting will be for a public forum to discuss solid waste issues, including once a week pick-up for garbage and once a week pick-up for yard waste, requiring the use of polycarts, describing their placement and setting new charges for trash pick-up services.

AGENDA ITEM NO. 1: Public forum to discuss solid waste issues, including once a week pick-up for garbage and once a week pick-up for yard waste, requiring the use of polycarts, describing their placement and setting new charges for trash pick-up services.

City Manager Jim Collard addressed the Commission and audience by discussing the relationship between the City and Allied Waste, formerly B.F.I. Mr. Collard discussed current solid waste costs and overhead and stated that the monthly costs per customers for the City of Shawnee is $10.99, for the manual service now provided, with customers being bill $10.00 per month.
In discussing the proposed automated services, Mr. Collard stated that the costs to the City would be $13.00 per customer although he is recommending a $12.00 monthly charge to customers, with costs gradually increasing each year of the contract and reaching $14.65 the final year of the six-year contract.
Mr. Brent Bolles, General Manager of Allied Wastes, was present to address concerns from the audience and commission. Mr. Bolles also provided a power point presentation showing a neighborhood without polycarts and then the same neighborhood after polycarts had been utilized. A polycart was brought into Commission Chambers and Ms. Kathryn Collum demonstrated rolling the cart to the front of the Chamber.
Questions from unidentified members of the audience included concerns about polycart placement, theft or vandalism of carts, allowances for the physically disabled, accommodations for sloped yards, items allowed and disallowed in polycarts and procedures for one-way street pick up.
In response to a question from Commissioner Stephens, Mr. Bolles confirmed that it would be possible to test the polycarts in an area of the city for one month before the Commission makes a final decision
It was agreed by the Commissioners the area from Center Street to Draper Street and Main Street to Independence Street would be the test area, with testing to begin April 1, 2007.

There being no further business to come before the meeting, a motion was made by Commissioner Schrzan, seconded by Commissioner Young, that the meeting be adjourned. Motion carried 7-0. (8:20 p.m.)
