SPECIAL CALLED SESSION
APRIL 30, 2007 AT 6:30 P.M.

The Board of City Commissioners of the City of Shawnee, County of Pottawatomie, State of Oklahoma, met in Special Called Session in the Commission Chambers at City Hall, 9th and Broadway, Shawnee, Oklahoma, Monday, April 30, 2007 at 6:30 p.m., pursuant to notice duly posted as prescribed by law. Mayor Mills presided and called the meeting to order. Upon roll call, the following members were in attendance.

You and each of you are hereby notified that by virtue of a call issued by City Manager James C. Collard on this 3rd day of April, 2007, a Special Called Session will be held of the Board of Commissioners of the City of Shawnee, Oklahoma at Shawnee City Hall Commission Chambers, 16 W. 9th, Shawnee, Oklahoma at 6:30 p.m. on April 9, April 17, April 23 and April 30, 2007 and you are hereby notified to be present at said meetings.

AGENDA ITEM NO. 1: Review and discussion of FY 2007-08
budget for the City of Shawnee.


Mr. Mike Riggs of Playscape Designs came before the Commission to present design plans for a splash park at Woodland Park. Mr. Riggs stated that costs concerning this venture would be $72,000 for equipment and $108,000 for installation, with the possibility that the final costs could be adjusted 15-20% lower. Mr. Riggs stated that the park could use 177 gallons of water per minute, but usually about 1/3 that amount, or 60 gallons. The plans for the park show total handicap accessibility and the only supervision requirement being signs. There is also a 25 year warranty included.
In discussing the current situation at the Municipal Pool, Mike Southard, Community Development Director, stated that costs of repair and meeting ADA requirements could possibly be in the $500,000 to $600,000 range, plus the additional expense of pool management in the future.


At the conclusion of Mr. Riggs presentation, staff and commissioners discussed the Capital budget. Mayor Mills stated that he had a conversation with Marilyn Bradford regarding a partnership to repair the tennis courts at the high school. He also stated that the best remedy for all the city’s courts would be an asphalt overlay, which would costs $35,000 for two courts. Mike Southard stated that staff’s recommendation would be to repair the two courts at Woodland Park first. Currently, the budget includes $10,000 for repair of all cracks. At the conclusion, it was determined that the city would proceed with repair of cracks for this coming fiscal year and would make a more permanent solution, such as the asphalt overlay, a priority for the 08-09 fiscal year budget.


Staff and Commission then moved to the General Fund budget and discussed the option of decreasing the ending fund balance from 10% to 8½%. Vice-Mayor Peterson stated that she did not want the ending balancing reduced year after year.

Commissioner Schrzan brought up the option of a sales tax increase of ¼% - ½%. Commissioner Young stated that Channel 30 – City Connect could be used to encourage citizens to “shop Shawnee”.


The Shawnee Municipal Authority Fund was discussed briefly. City Manager Jim Collard stated that this fund will have a 1.9 million dollar ending balance.


All other smaller funds were briefly viewed and there was very little discussion regarding them. Those funds were: Street & Alley, E-911, Revolving Oil & Gas, Spay & Neuter, Hotel/Motel, Police Sales Tax, Fire Sales Tax, Tax Increment Fund, Drug Forfeiture Fund, Debt Service, Library, Gifts & Contributions, Senior Citizens, Cemetery Perpetual Fund and Sister Cities.


The Commission then viewed and briefly discussed Economic Development and the Airport Authority.

There being no further business to come before the meeting, a motion was made by Commissioner Schrzan, seconded by Vice Mayor Peterson, that the meeting be adjourned. Motion carried 7-0. (9:05 p.m.)
