SPECIAL CALLED SESSION
APRIL 29, 2008 AT 6:30 P.M.
The Board of City Commissioners of the City of Shawnee, County of Pottawatomie, State of Oklahoma, met in Special Called Session in the Commission Chambers at City Hall, 9th and Broadway, Shawnee, Oklahoma, Tuesday, April 29, 2008 at 6:30 p.m., pursuant to notice duly posted as prescribed by law. Mayor Mills presided and called the meeting to order. Upon roll call, the following members were in attendance.

Others in attendance were city staff, City Attorney John Canavan, Wayne Trotter of the Shawnee Sun and Amanda Gire of the Shawnee News Star.

You and each of you are hereby notified that by virtue of a call issued by me on this 24th day of April, 2008, a Special Called Session will be held of the Board of Commissioners of the City of Shawnee Oklahoma in the Commission Chambers of City Hall, 16 W. 9th, Shawnee, Oklahoma at 6:30 p.m. on April 29, 2008, and you are hereby notified to be present at said meeting.
The purpose of said meeting will be to have a budget workshop to discuss FY08-09.

CALL FOR SPECIAL SESSION OF THE SHAWNEE BOARD OF CITY COMMISSIONERS OF THE CITY OF SHAWNEE, OKLAHOMA TO BE HELD ON THE 29TH DAY OF APRIL, 2008 AT 6:30 O’CLOCK P.M. IN THE COMMISSIONER CHAMBERS OF CITY HALL, 16 W. 9TH, SHAWNEE, OKLAHOMA FOR THE PURPOSE OF HAVING A BUDGET WORKSHOP TO DISCUSS FY08-09.
By virtue of the authority vested in me by Section 4, Article IV of the Charter of the City of Shawnee, Oklahoma, a Special Session of the Board of City Commissioners of the City of Shawnee, Oklahoma, is hereby called to meet in Commission Chambers at City Hall, 16 W. 9th, Shawnee, Oklahoma at 6:30 p.m. on April 29, 2008 for the purpose of having a budget workshop to discuss FY08-09.

AGENDA ITEM NO. 1: Budget Workshop to discuss FY08-09.
Discussion of the General Fund Budget, continued from the April 28, 2008 budget meeting, began with a presentation from Fire Chief Jimmy Gibson. Chief Gibson addressed the needs of the department citing the largest needs were in the areas of equipment and training. The proposed budgets of Fire Prevention, Fire Suppression and Fire Training were outlined and discussed.
The Commission also reviewed the following General Fund operating budgets: Emergency Management, Human Resources, Municipal Court, City Clerk, Code Enforcement, Planning, LEPC, Engineering, Streets, Traffic Control, Parks, Cemetery, Municipal Auditorium, Community Center, Senior Center, Equipment Services and Building Maintenance.
The Commission then reviewed the Shawnee Municipal Authority budget, beginning with projected revenues. It was noted by Stephen Nolen, Systems Administrator, that revenues have been down the last two years, while expenses have remained the same. The need to increase water rates was discussed. It was noted that the previously approved rate study would not be ready for 90 to 120 days. Mayor Mills directed staff to prepare a water rate increase proposal, based upon comparisons with other cities, to be presented to Commissioners by the May 19th City Commission meeting.
The following SMA operating accounts were reviewed: Utility Billing, Utility Administration, Lake Operations, Water Production, Water Distribution, North Sewer Treatment Plant, South Sewer Treatment Plan and Sewer Collection.
The Commission then reviewed SMA Capital construction and equipment requests.
Also discussed was the City assuming responsibility for the Wes Watkins Reservoir later this year. The Pottawatomie County Development Authority will show a $98,000 deficit this year, which will necessitate the City taking this action. Mayor Mills stated that both the City of Shawnee and the City of Tecumseh are in discussion regarding this and are both trying to protect a future water supply.

There being no further business to come before the meeting, a motion was made by Vice Mayor Peterson, seconded by Commissioner O’Neal, that the meeting be adjourned. Motion carried 5-0. (9:00 p.m.)
