SPECIAL CALLED SESSION
February 23, 2010 AT 6:30 P.M.
The Board of City Commissioners of the City of Shawnee, County of Pottawatomie, State of Oklahoma, met in Special Called Session in the Grove School Gymnasium, 2800 N. Bryan, Shawnee, Oklahoma, Tuesday, February 23, 2010 at 6:30 p.m., pursuant to notice duly posted as prescribed by law. Vice Mayor Stephens presided and called the meeting to order. Upon roll call, the following members were in attendance.

Others in attendance were city staff, City Manager Brian McDougal, City Clerk Phyllis Loftis, City Attorney John Canavan, Community Development Director Justin Erickson, City Engineer John Krywicki, Assistant City Engineer Michael Ludi.
The Call for said meeting was entered upon the records by the City Clerk, said Call being as follows:
NOTICE OF A CALLED SPECIAL SESSION OF THE BOARD OF CITY COMMISSIONERS OF THE CITY OF SHAWNEE, OKLAHOMA
TO THE BOARD OF COMMISSIONERS OF THE CITY OF SHAWNEE, OKLAHOMA:
You and each of you are hereby notified that by virtue of a call issued by me on this 16th day of February, 2010, a Special Called Session will be held of the Board of Commissioners of the City of Shawnee, Oklahoma in the Grove School Gymnasium, 2800 N. Bryan, Shawnee, Oklahoma at 6:30 p.m. on February 23, 2010, and you are hereby notified to be present at said meeting.
The purpose of said meeting will be to convene a Public Hearing to discuss Interstate 40 interchange(s), located between Acme Road, mile marker 183 and Bryan Street, mile marker 187.

CALL FOR SPECIAL SESSION OF THE SHAWNEE BOARD OF CITY COMMISSIONERS OF THE CITY OF SHAWNEE, OKLAHOMA TO BE HELD ON THE 23RD DAY OF FEBRUARY, 2010 AT 6:30 O’CLOCK P.M. AT THE GROVE SCHOOL GYMNASIUM, 2800 N. BRYAN, SHAWNEE, OKLAHOMA. THE PURPOSE OF SAID MEETING WILL BE TO CONVENE A PUBLIC HEARING TO DISCUSS INTERSTATE 40 INTERCHANGE(S) LOCATED BETWEEN ACME ROAD, MILE MARKER 183 AND BRYAN STREET, MILE MARKER 187.
By virtue of the authority vested in me by Section 4, Article IV of the Charter of the City of Shawnee, Oklahoma, a Special Session of the Board of City Commissioners of the City of Shawnee, Oklahoma is hereby called to meet in the Grove School Gymnasium, 2800 N. Bryan, Shawnee, Oklahoma at 6:30 p.m. on February 23, 2010, to convene a Public Hearing to discuss Interstate 40 interchange(s), located between Acme Road, mile marker 183 and Bryan Street, mile marker 187.

CALL TO ORDER:
Ronnye Perry Sharpe moderated the public hearing and welcomed guest. She invited public comments and stated this forum was citizens’ opportunity to let Commissioners know their feelings on this subject. Ms. Sharpe also expressed the Mayor Peterson’s regret in not being able to attend this meeting due to an out-of-state family illness.
DECLARATION OF A QUORUM: Roll was called with six Commissioners present and a quorum was declared.
Vice Mayor Pam Stephens also spoke briefly welcoming citizens and stressing the importance of public input in assisting the Commission in making this decision.
City Engineer John Krywicki addressed those in attendance and gave a brief history of the project. He noted that the area of Bryan Street and Interstate 40 was not located in city limits at this time and would not have to be annexed for the interchange to be built. However, any businesses or residences that are built in this area would have to agree to annexation before city services would be provided. Mr. Krywicki invited citizens to view several enlarged photographs of the subject area located in the lobby of the school.
