The Board of City Commissioners of the City of Shawnee, County of Pottawatomie, State of Oklahoma, met in Regular Session in the Commission Chambers at City Hall, 9th and Broadway, Shawnee, Oklahoma, Monday, December 15, 2003 at 7:00 p.m., pursuant to notice duly posted as prescribed by law. AGENDA ITEM NO. 2: City Manager’s Presentation of Employee of the Month.
City Treasurer Terry Compton presented a plaque and gift certificate to Rex Hennen, Assistant Engineer, as the December employee of the month in recognition of his excellent and dedicated service to the City of Shawnee.
Rex Hennen was present to accept.
AGENDA ITEM NO. 3: Consider approval of preliminary plat for the Mall East Addition located north of Interstate 40 and east of the proposed Wal-Mart site. (Applicant:
Glen Smith, PE, of Smith Roberts Baldischwiler on behalf of RSTP LLC.)
A motion was made by Vice Mayor Downing, seconded by Commissioner Weaver, to approve the preliminary plat for the Mall East Addition located north of Interstate 40 and east of the proposed Wal-Mart site. Motion carried.

Note: Mr. Grant Dockrey, adjacent property owner had concerns about the water runoff from the proposed Wal-Mart site into his lake, in which Mr. Ron Wiggington, the developer, informed that it was not an issue with the developer. The city engineer will meet with Mr. Dockrey to discuss his concerns.
AGENDA ITEM NO. 4: Consider approval of final plat for the Mall East Addition Section 1, located north of Interstate 40 and east of the proposed Wal-Mart site. (Applicant: Glen Smith, PE, of Smith Roberts Baldischwiler on behalf of RSTP LLC)

AGENDA ITEM NO. 5: Presentation and discussion of Land Use chapter of Comprehensive Plan.
Community Development Director Mike Southard gave a report on Land Use chapter of the Comprehensive Plan update.
He presented on power-point the highlights of the Plan that included a guide for future rezoning decisions; future land use map, development/growth scenarios, character districts; and an overall coordination of goals and actions.
Mr. Southard reiterated that this was a broad-brush approach to the Comprehensive Plan and the technical planning would be in the Capital Improvement project.
There will be one more presentation on the Plan update at a future meeting.
AGENDA ITEM NO. 6: Consider awarding bid for trees between Kickapoo and Harrison per ODOT Enhancement Grant.
A motion was made by Commissioner Claybrook, seconded by Commissioner Weaver, to accept the recommendation from staff to award the bid for trees between Kickapoo and Harrison per ODOT Enhancement Grant to Northcutt’s Greenlawn Nursery, Lexington, Oklahoma, in the amount of $25,065.94, as the lowest and best bid. Motion carried.

AGENDA ITEM NO. 9: Citizens Participation. (A five minute limit per person) (A fifteen-minute limit per topic)
Under Citizens Participation, Mr. Jim Sims appeared with complaints regarding the handicap ramp at Shawnee Public Library was not in compliance with ADA regulations.
The city’s engineering staff will re-evaluate the ramp and report its findings at the next meeting.
AGENDA ITEM NO. 10: Commissioners Comments.
Under Commissioners Comments, Commissioner Harrod voiced concerns about the low lake level and asked staff to check alternative sources for water.
Mayor Harden issued congratulations to the Shawnee High School “Wolves” Football Team for winning the State 5A championship.

There being no further business to come before the meeting, a motion was made by Vice Mayor Downing, seconded by Commissioner Harrod, that the meeting be adjourned. Motion carried. (8:07 p.m.)
