SPECIAL CALLED SESSION
MAY 10, 2004 AT 7:00 P.M.

The Board of City Commissioners of the City of Shawnee, County of Pottawatomie, State of Oklahoma, met in Special Called Session in the Commission Chambers at City Hall, 9th and Broadway, Shawnee, Oklahoma, Monday, May 10, 2004 at 7:00 p.m., pursuant to notice duly posted as prescribed by law. Mayor Mills presided and called the meeting to order. Upon roll call, the following members were in attendance.

The Call for said meeting was entered upon the records by the City Clerk, said Call being as follows:

CALL FOR SPECIAL SESSION OF THE BOARD OF COMMISSIONERS OF THE CITY OF SHAWNEE, OKLAHOMA TO BE HELD ON THE 10th DAY OF MAY, 2004 AT 7:00 P.M. IN THE COMMISSION CHAMBERS OF SHAWNEE CITY HALL, 16TH WEST 9TH STREET, SHAWNEE, OKLAHOMA, FOR THE PURPOSE OF SAID SPECIAL MEETING.

By virtue of the authority vested in me by Section 2, Article IV of the Charter of the City of Shawnee, Oklahoma, a Special Session of the Board of Commissioners of the City of Shawnee, Oklahoma is hereby called to meet at the Shawnee City Hall, City Commission Chambers, Shawnee, Oklahoma at 7:00 p.m. on May 10, 2004 for the purpose of hearing presentations by executive search firms and Shawnee Police Association regarding the hiring of a city manager.

TO THE BOARD OF COMMISSIONERS OF THE CITY OF SHAWNEE, OKLAHOMA AND THE CITY MANAGER:

You and each of you are hereby notified that by virtue of a call issued by me on this 6th day of May, 2004, a Special Session will be held of the Board of Commissioners of the City of Shawnee, Oklahoma in the Commission Chambers of City Hall, 9th and Broadway, Shawnee, Oklahoma at 7:00 p.m. on May 10, 2004, and you are hereby notified to be present at said meeting.

AGENDA ITEM NO. 1: Presentation by Gerald Plock Associates regarding the hiring of a city manager.

Mr. Gerald Plock of Gerald Plock Associates of Flower Mound, Texas, gave his presentation on how his firm conducts a formal search for executives. He distributed samples of the type of professionally designed brochures targeted to specific recipients as an aggressive approach searching for the best qualified city manager candidates.
Mr. Plock suggested that the position be held open for 30 to 45 days and the firm would come back with the top eight to 10 candidates and at that time, would do background and reference checks, arrange for interviews and assist in negotiating a contract if requested.
Mr. Plock quoted approximate fees of $12,500 for the professional fee and $7,500 or lower for reimbursement expenses.
AGENDA ITEM NO. 2: Presentation by The Mercer Group, Inc. regarding the hiring of a city manager.

Mr. Jim Blagg, Senior Vice President of The Mercer Group, Inc., Dallas, Texas, a management consulting firm, gave his presentation on the formal search process for a city manager and distributed information.
He outlined key steps to consider when conducting a search some of which included position analysis and profile; recruiting brochures; anonymity to candidates; and offered guarantees in fulfilling their search contract.
Mr. Blagg’s estimated cost was $14,000 professional fees and $6,000 for reimbursable expenses.
AGENDA ITEM NO. 3: Presentation by Shawnee Police Association regarding the city manager selection process.

Mr. Ken King, President of the Shawnee Police Association, spoke against the city utilizing a search firm. He suggested in view of the city’s current financial situation, including city budget cuts, incurring any expense as part of the search process was not necessary.
He issued responses to Shawnee News-Star Editor Mike McCormick’s editorial regarding hiring a city manager and utilizing search firms.
Mr. King also voiced concern about the further delaying of hiring a Police Chief and he urged the Commission to complete the city manager search in a timely and cost-efficient manner.
Concluding, Mayor Mills announced that the review committee would resume the city manager search process.
AGENDA ITEM NO. 3: Adjournment.

There being no further business to come before the meeting, a motion was made by Commissioner Downing, seconded by Vice Mayor Peterson, that the meeting be adjourned. Motion carried. (8:17 p.m.)
