SPECIAL CALLED SESSION
MAY 31, 2005 AT 5:30 P.M.
The Board of City Commissioners of the City of Shawnee, County of Pottawatomie, State of Oklahoma, met in Special Called Session in the Commission Chambers at City Hall, 16 West 9th, Shawnee, Oklahoma, Tuesday, May 31, 2005 at 5:30 p.m., pursuant to notice duly posted as prescribed by law. Mayor Mills presided and called the meeting to order. Upon roll call, the following members were in attendance.

The Call for said meeting was entered upon the records by the City Clerk, said Call being as follows:
CALL FOR SPECIAL SESSION OF THE BOARD OF COMMISSIONERS OF THE CITY OF SHAWNEE, OKLAHOMA TO BE HELD ON THE 31ST DAY OF MAY, 2005 AT 5:30 O’CLOCK P.M. IN SHAWNEE CITY COMMISSION CHAMBERS AT CITY HALL, 16 WEST 9TH, SHAWNEE, OKLAHOMA FOR THE PURPOSE OF A PUBLIC HEARING AND PRESENTATION OF THE PRELIMINARY BUDGET OF THE CITY OF SHAWNEE, OKLAHOMA FOR THE FISCAL YEAR 2005-2006.
By virtue of the authority vested in me by Section 2, Article IV of the Charter of the City of Shawnee, Oklahoma, a Special Session of the Board of Commissioners of the City of Shawnee, Oklahoma is hereby called to meet in the Commission Chambers at City Hall, 16 West 9th, Shawnee, Oklahoma at 5:30 p.m. on May 31, 2005 for the purpose of a public hearing and presentation of the preliminary budget of the City of Shawnee, Oklahoma for fiscal year 2005-2006.

TO THE BOARD OF COMMISSIONERS OF THE CITY OF SHAWNEE, OKLAHOMA:
You and each of you are hereby notified that by virtue of a call issued by me on this 27th day of May, 2005, a Special Called Session will be held of the Board of Commissioners of the City of Shawnee, Oklahoma at the Shawnee City Commission Chambers at City Hall, 16 West 9th, Shawnee, Oklahoma at 5:30 p.m. on May 31, 2005 and you are hereby notified to be present at said meeting.
The purpose of said meeting is for a public hearing and presentation of the preliminary budget of the City of Shawnee, Oklahoma for fiscal year 2005-2006.

AGENDA ITEM NO. 1: Public hearing and presentation of the preliminary budget of the City of Shawnee, Oklahoma for fiscal year 2005-2006.
Mayor Mills declared a public hearing in session to receive the presentation of the preliminary budget of the City of Shawnee, Oklahoma for fiscal year 2005-2006.
City Manager Jim Collard presented the “draft” preliminary budget for the Commission to review and a power-point of the document was available for the city staff to view and answer questions from the Commission.
Mr. Collard presented the budget in detail noting that the budget was a line-item budget instead of a category budget.
The main areas covered for this hearing was the personal services, materials and supplies, and other services and charges in the General Fund, Shawnee Municipal Authority and Shawnee Airport Authority budgets.
The Commission had reviewed the Capital Outlay requests at an earlier budget meeting on March 26, 2005.
Points of discussion included the increase in workers’ compensation account, self-insurance, contractual services, receivables from court fines, new tax category from cigarette taxes, and other receivables and expenditures.
Mr. Collard then gave an overview of the streets and capital outlay budgets. The proposed budget listed the estimated general fund budget at $14,012,595 with a fund balance of $589,433; Shawnee Municipal Authority budget of $8,377,291 with a fund balance of $408,009; and the Shawnee Airport Authority budget at $457,432 with a fund balance of $367,384.
Concluding his presentation, City Manager Jim Collard stated he was pleased with the budget and it appeared to follow the Commission’s directive.
Since there were no others to address the budget, Mayor Mills declared the public hearing closed.
The next public hearing and consideration of adopting the FY 2005-06 budget would be held at the June 6, 2005 City Commission meeting.
AGENDA ITEM NO. 2. Adjournment.
There being no further business to come before the meeting, a motion was made by Commissioner Schrzan, seconded by Commissioner O’Neal, that the meeting be adjourned. Motion carried. (8:54 p.m.)
