BOARD OF CITY COMMISSIONERS PROCEEDINGS
SPECIAL CALLED SESSION
APRIL 17, 2006 AT 3:00 P.M.
The Board of City Commissioners of the City of Shawnee, County of Pottawatomie, State of Oklahoma, met in Special Called Session in the Commission Chambers at City Hall, 9th and Broadway, Shawnee, Oklahoma, Monday, April 17, 2006 at 3:11 p.m., pursuant to notice duly posted as prescribed by law. Mayor Mills presided and called the meeting to order. Upon roll call, the following members were in attendance.

Due to lack of a quorum, staff proceeded with their reports for informational purposes.
The Call for said meeting was entered upon the records by the City Clerk, said Call being as follows:
CALL FOR SPECIAL SESSION OF THE BOARD OF COMMISSIONERS OF THE CITY OF SHAWNEE, OKLAHOMA TO BE HELD ON THE 17th DAY OF APRIL, 2006 AT 3:00 O’CLOCK P.M. AT THE SHAWNEE CITY HALL COMMISSION CHAMBERS, 16 WEST 9TH, SHAWNEE, OKLAHOMA TO DISCUSS THE SHAWNEE MUNICIPAL AUTHORITY BUDGET FOR FY 2006-07.
By virtue of the authority vested in me by Section 2, Article IV of the Charter of the City of Shawnee, Oklahoma, Special Sessions of the Board of Commissioners of the City of Shawnee, Oklahoma is hereby called to meet at the Shawnee City Hall Commission Chambers, 16 West 9th, Shawnee, Oklahoma at 3:00 p.m. on April 17, 2006 for the purpose of discussing the Shawnee Municipal Authority budget for FY-2006-2007.

NOTICE OF A CALLED SPECIAL SESSION OF THE BOARD OF COMMISSIONERS OF THE CITY OF SHAWNEE, OKLAHOMA
TO THE BOARD OF COMMISSIONERS OF THE CITY OF SHAWNEE, OKLAHOMA:
You and each of you are hereby notified that by virtue of a call issued by me on this 13th day of April, 2006, a Special Called Session will be held of the Board of Commissioners of the City of Shawnee, Oklahoma at Shawnee City Hall Commission Chambers, 16 W. 9th, Shawnee, Oklahoma at 3:00 p.m. on April 17, 2006 and you are hereby notified to be present at said meeting.
The purpose of said meeting will be to discuss the Shawnee Municipal Authority budget for FY 2006-2007.

AGENDA ITEM NO. 1: Discussion of Shawnee Municipal Authority Budget for FY 2006-2007
City Treasurer/Finance Director Becky Cragin presented the chart of the yearly average sales tax. The revenue projections for FY 2006-07 was 14.2 million dollars. She reviewed the revenue projections for the Shawnee Municipal Authority as approximately 8.3 million dollars.
COMMISSIONER DOWNING WAS PRESENT AT 3:25 P.M. AND MAYOR MILLS DECLARED A QUORUM PRESENT AND CALLED THE MEETING TO ORDER.
In addition, City Manager Jim Collard reviewed the revenues and expenditures of all funds.
Next, Utility Director Afsaneh Jabbar proceeded to go over budget requests and pointing out the high priority requests in the various utility divisions that included Water Productions, Water Distribution, Northside and Southside Sewer Treatment Plants, Collections, and maintenance and operations.
The staff and Commission discussed the projected fund balance to be a goal of seven percent (7%) to ten percent (10%).
Other budget areas discussed was on capital improvement, airport trails and master plan, and budgeting funds to fix the heating and air conditioning units at City Hall.
AGENDA ITEM NO. 2: Adjournment
There being no further business to come before the meeting, a motion was made by Commissioner Downing, seconded by Vice Mayor Peterson that the meeting be adjourned. Motion carried 4-0. (5:10 p.m.)
